Vice President, External Relations and Communications

EDC is seeking a Vice President, External Relations and Communications to join our senior management team. Reporting to the Senior Vice President, Corporate Affairs and Secretary, this Vice President is responsible for leading multiple teams of dedicated professionals, and collaborating with colleagues across the corporation in a high performance and rapidly evolving organization.

 Specific areas of accountability include:

Building effective and enduring relationships with EDC's shareholder (the Government of Canada), and with numerous and diverse stakeholders
Ensuring that EDC supports our shareholder by delivering on key shareholder priorities - in alignment with EDC's mandate, capabilities and commitment to our customers
Ensuring EDC compliance with key elements of Crown Corporation governance (Shareholder & Stakeholder engagement)
Ensuring EDC's story is effectively told and resonates with the outside world - increasing awareness and understanding
Act as key point person and expert advisor in crisis management (External Communications & Media Relations)
Ensuring that employees understand EDC's strategic direction, key business priorities and organizational culture (Internal Communications)
Partnering with the CEO and key Executive team members to ensure effective and impactful corporate outreach (Corporate Outreach)
And enabling effective information exchange, both internally and externally, in both official languages (Translation Services)
The focus of the Corporate Affairs Group at EDC is to enable responsible and enduring business success for EDC and our customers.The group is comprised of Legal Services, Corporate Social Responsibility, Corporate Secretariat and Corporate Communications & Public Affairs. These teams provide critical corporate and business advisory functions, and play a key role in delivering value to EDC's customers. The group also oversees EDC's strategic relationships with government, the media, private sector partners and civil society.


This is a demanding role requiring the talents of a strategic and well-rounded candidate with excellent leadership and relationship building skills, relevant work experience, deep and broad knowledge of EDC's industry, and a robust skillset. Relevant work experience includes past employment in the Public Relations, Government Relations and/or Communications space in a senior leadership position. The candidate will bring an external perspective and should possess knowledge, insights and understanding of international trade, financial markets, relevant stakeholders and government policy and practices. A robust skillset would include excellent communication skills, the ability to deliver through others, develop talent for the future, craft and ensure execution of strategy, create and maintain strong relationships, leverage an external network to further promote and increase awareness of EDC, its mandate and key contributions, and a demonstrated commitment to lean leadership and operational excellence.


The rate of change in global trade has been staggering over the last 12-18 months. Looking ahead, the only certainty is more change, and it is incumbent on EDC and its partners in the Canadian trade ecosystem to stay on top of that change, keeping Canadian businesses informed and equipped to react. EDC itself is also undergoing significant transformation and renewal, and the incumbent will play a key role in ensuring that EDC employees understand, embrace and execute on this change agenda.




Government Relations & Stakeholder Engagement

Provide oversight and strategic guidance on shareholder and stakeholder engagement strategies
Ensure development of appropriate engagement and relationship management plans, and involvement of key members of senior management and Board of Directors
Take an active role in developing and leveraging relationships with key contacts across the Government of Canada and with other key stakeholders to build strategic alliances for EDC
Monitor the Canadian business and political landscape to anticipate issues and opportunities within the environment that may impact EDC's strategic and business objectives. Advise the President and SVP, Corporate Affairs on emerging issues and new developments and act as lead advisor on issue and crisis management, as required
Ensure EDC's compliance with key elements of Crown Corporation governance, including delivery of annual Corporate Plan, Annual Report, and CSR Report
Represent EDC at meetings and events with stakeholders and partners
Communications (Including Translation Services)

Provide oversight and strategic guidance on all non-customer communications, including public relations activities
Ensure alignment of corporate communications strategy with EDC business strategy and key objectives
As required, collaborate with colleagues in Marketing, Business Development, Economics and other key functions to support communications to EDC customers
Ensure effective use of external experts and service providers, and ensure effective management of external vendors
Leverage both internal and external relationships and networks to anticipate and develop effective messages and other communications for EDC and the Executive team
Ensure effective oversight of professional production and quality of EDC's communications products (excluding corporate marketing) in all media, events and oversee the development of strategic communications content for both internal and external audiences
Ensure proactive engagement plan for EDC's external communications

Corporate Outreach

Serve as advisor to the President and EDC Executive team for all corporate outreach activities including the development of an overarching strategy for the President's corporate outreach
Identify activities and partnership opportunities related to corporate priorities and advise President on recommended level of engagement
Inform and guide others in the development of President's engagement calendar, taking care to balance commitments while retaining capacity to engage in new or spontaneous opportunities
Anticipate challenges and opportunities and ensure the President is fully prepared with appropriate messaging based on audience and business climate
Partner with internal stakeholders to right size the volume and scope of relevant briefings and background material presented to the President
As required, represent EDC externally with key stakeholders and at various corporate functions


Inspire teams of dedicated professionals, build talent for the future and effectively manage performance
Demonstrate commitment to principles of lean leadership, and ensure continued focus on operational excellence
Articulate strategic direction for Corporate Communications and Public Affairs - ensuring group keeps pace with EDC's evolving business model and needs - and ensure execution of strategic priorities
Develop trusted relationships with members of broader senior management group
Demonstrate ability to collaborate effectively with, advise and influence members of EDC's senior management team
Provide timely and strategic advice to the President, SVP Corporate Affairs and Secretary, Executive team and other internal stakeholders

A minimum of 10 years of combined experience in corporate outreach and international and business relations, communications, media and/or public policy/government relations
A minimum of 8 years of management and leadership experience, and a proven ability to work with and influence senior levels of management
Strong knowledge and understanding of international trade and investment business issues, including the interface between business, associations, stakeholders and public policy
Strong understanding of EDC's stakeholders (customers, bank and other private sector partners, Crown Corporations, trade associations) and EDC's shareholder (Global Affairs Canada, the Department of Finance, Treasury Board Secretariat and other relevant government departments)
Proven ability to build and maintain relationships relevant to the responsibilities of the position
Proven ability to deliver effectively through others, and a track record of developing talent and managing performance
Proven ability to develop and execute a functional/corporate strategy by leveraging critical thinking and observation skills
Proven capacity for flexibility and working effectively under pressure
Understanding of communications channels and how to leverage them for maximum impact
Strong track record of collaboration and driving to successful outcomes in a matrixed organization
Demonstrated capabilities in crisis management
The ability to communicate effectively in both English and French
University degree in a related field


MBA and/or post-secondary degree in a related discipline, including but not limited to International Business, Communications, Law or Political Science
Experience and demonstrated competency in communication production, corporate event planning, financial management of team and corporate budgets and project management
Excellent oral and written skills in French
Salary Range

$160,000 - $256,000 plus performance based incentive
